Asbestos-era panel replacement
Switchboard backing panels made before the late 1980s were commonly cut from zelemite or similar dense sheet, materials that can contain asbestos. Drilling or breaking these panels releases fibres, so an upgrade on an older board is planned around safe removal and disposal rather than treated as ordinary demolition.

Timing
When it's needed
Any home wired before roughly 1990 can carry a suspect panel, and the material is usually recognisable to a familiar eye: dense black or dark brown sheet with a slight sheen. If a proposed upgrade quote does not mention the panel material at all, ask why.
A burning smell, buzzing, scorch marks or a warm panel at the switchboard are act-now signs: switch off what you safely can and get a licensed electrician onto it quickly. Never open the panel or pull fuses on the supply side yourself.

Switchboard work in NSW is licensed electrical work, check the contractor's NSW electrical licence before anything starts. Where a job crosses into mains or metering on the network side of the installation, that portion must be carried out under the state's accredited service provider scheme by someone holding the relevant accreditation, so ask how that boundary is being handled.
